Project Scope Change Management

During the bridge repair project (in the execution phase), the customer (town hall) asked for a change of parameters in comparison to the original requirements. It is a matter of increasing the fencing of the bridge on both sides in response to a request by a newly elected city mayor. He, in his election campaign, promised he is going to make the prevention against suicides by jumping from the bridge. However, the contractor does not want to change the project scope, because that would mean to rethink all the parameters of the bridge and the entire project. That would significantly slow down or even delay entire project.

  1. Our client is our boss! In addition this is a good chance for the contractor to prepare a change request asking the client to accept higher price and new project schedule.

  2. This request changes the whole project, so customer have to raise a request to change the scope of the project. It would be too risky and costly to continue in the original scope and incorporate the requirement into original project. The request must be discussed and eventually approved by the steering committee.
