Project goals not clear

Hello! I have a question, we are starting project and we are specifying exact goals which are supposed to be achieved by this project. Some goals are clear, some are not. What is difference between project charter and project scope? Thank you for your help!

  1. Project Charter is document which is used for initiating and authorising of project, establishing project stakeholders, defining project objectives and high level of budgeting. It is formal document which can be used outside of project and may serve as focal point during the project. Project Scope is defining work which needs to be performed to deliver product or service. It is written in details and in a way so activities can be measured.
