How to assess and remunerate project managers?

Do you have experience in how to assess and remunerate project managers? Which parameters should TOP Management use to assess the quality of a project manager? It is without a doubt that being on time and within budget is simply not enough. This is because the way a timeline and budget is met is important (a stressful project environment & permanently overloaded team, or in contrast to a perfect project team atmosphere, with encouraged and motivated people). Can an assessment parameter be the number and frequency of project meetings? Behaviour of project managers? How to quantify behaviour? How to assess PMs by a TOP Manager?
