Problem with announcing risks on time

Hi, I have a slight issue at work. How should I motivate my colleagues to announce risks on time? I feel, that they are a bit scared to bring them up.

You don’t have to motivate colleagues to announce risks on time, you have to present what are benefits of risk management.This is not about motivation, your colleagues need to trust you that risk announced on time is preventive project activity which will have positive impact on project.You can present example from another project. Understanding of risk management is crucial for each project.
