The permanent organization is not able to realize all project proposals at once.

The aim of the portfolio is to optimalize the utilization of the permanent organization resources for its projects and programs, mitigate the risk and use the portfolio opportunities.

Recommendation

Project and program portfolio is a collection of projects and programs of a permanent organization, which must not organizationaly and technologicaly interlock or pursue one strategic goal of the permanent organization. Individual portfolio parts can follow different strategic or operative goals of the permanent organization. The permanent organization needs to maintain the internal as well external projects portfolio. The permanent organizations continually produce several project proposals, which are not possible to realize all. Therefore it is necessary to include to the portfolio only the project proposals planned for the realization in the immediate future.
