Impact

Project proposal is a basic document, in which the project owner in cooperation with the project proposer defines the problem or opportunity of the procuror‘s permanent organization and the necessity to solve them in proposed way.

Recommendation

Project proposal is an output from the introducing the internal or external project to the portfolio. The project owner presents the project proposal to the portfolio manager in order to confirm the introducing to the portfolio. Complex project proposal should be based on the project feasibility study. Project proposal includes following subdocuments: • document identification, • document summary, • proposal for the project management (fragmented to the sheets: interim business case, norms, guidelines and directives for the project, project organization, change proposal, project decision milestones), • project scope proposal, • proposal of the project quality requirements, • proposal of the resources, human resources and their sources, • proposal of the procurement, • proposal of the project schedule, • proposal of the project cost and financing plan, • proposal of the project risks and opportunnities management, • proposal of the project communication. The input for the project proposal elaboration is usually the project brief.
