What is the difference between claim and issue or change request?

Recommendation

Claim is a legitimate request of the contractor (or project owner) to accept the right for: 1) additional cost compensation (financial claim): 2) extension or reduction of the activity duration or project duration or the activity and 3) project breakdown etc., (time claim), 4) compliance of materials delivery (material claim) in requested volume and qua-lity. Legitimacy of the claim arises from the work contract including the valid amendments or from the general legislation, relating to the project. The claim should contain three substantial parts: justification, cause and consequence, calculation of claim.
