The interested parties are not in the know about the project, and this complicates their communication.

Recommendation

Use the chain of projects. It is a sequence of projects which in stages realize (outnest) single phases (eventually activities) of the „higher“ project. E.g. the phases of the construction project can build such sequence of the (sub)projects – e.g.: investment intent, construction intent, construction documentation, construction realizing.
